Lacey Hays
Founder and Owner of Legacy Consulting Colorado
Lacey Hays founded Legacy Consulting Colorado in 2018 after
working with 3 other lobby firms in this state. She wanted to
continue the legacy of representing clients with the highest
degree of integrity and transparency before the state legislature,
Governor's Office, and its state agencies.
Throughout her over 11-year career in advocacy, Lacey has been involved in the policy areas of health care, technology, transportation, education, tobacco, cannabis, animal advocacy, hemp, gaming, real estate, agriculture, substance-use disorder/recovery, mental health and senior care. Other areas of expertise include fundraising, public speaking, association management, and social media management. Lacey has recently been elected as the President of the Colorado Lobbyists Association where she represents her lobbying colleagues at the state legislature and in her leadership running the newly revitalized association.
Lacey graduated with a B.A. in Political Science from Colorado State University. After spending the 2013 Legislative Session interning for State Senator Matt Jones(D- Boulder), she gained full-time employment as a legislative aide to 2 State Senators, George Rivera(R-Pueblo) and Kevin Grantham(R-Canon City).
Lacey represents 5 generations of Hays to have gained employment in the State Capitol. Her great-great grandfather was one of the foreman on the building itself and her great grandfather sat as a state supreme court justice when all three branches of government were still housed in the state Capitol. Her father and grandfather, former Lt. Governor and Senate President Frank L. Hays II, were among the first lobbyists in the state (Hays, Hays and Wilson). Lacey is proud to carry on this legacy.

Bailey Kramer
Principle Lobbyist, Legacy Consulting Colorado
For the past five years, Bailey has worked diligently to ensure
Colorado industries maintain robust representation within the
Colorado State Legislature and the policy it creates. She is
passionate about representing “the little guy”, particularly
nonprofit and other mission based organizations, and believes
that all voices deserve to be heard in our state house.
Bailey interned with Governor Jared Polis's campaign for the gubernatorial election in 2018, served as an intern with State Representative Sonya Jaquez Lewis in 2019, and joined Legacy Consulting Colorado in 2020 representing and advocating for organizations in this state. Bailey earned her BA in Political Science from CU Boulder in 2022. Her work in the state policy arena has given her the opportunity to gain experience in industry areas such as agriculture, animal welfare, real estate, technology, recovery, criminal justice reform, energy, and mental health. She also has expertise in grant writing and project management.
Bailey's commitment to the great state of Colorado is evident through her background, present ventures, and future aspirations. She is a 4th generation Coloradan and 2nd generation of women in her family to work in the State Capitol. Bailey is incredibly proud to continue this vital work and carry on the legacy of those who came before her.
